My opinion: Sounds like text book #DoubleSpeak to me...let's cut to the chase here is my opinion... simple solution...

I can not think of a single scenario in an emergency situation where I would choose the government to be in control of my neighbor's privately owned property - boats for example - in the event of a major disaster, then the neighbor who owned said property - myself included.


In 2020 the government spent $714 billion in defense spending. Yet California continues to burn because year after year they "Oops I did it again" forget to buy airplanes to distinguish the fires before they burn out of control. Happens EVERY. SINGLE. YEAR.


Then they "Oops I did it again" forget to buy campgrounds, equipped with biffy's, showers, tents, concert stages, places for food trucks, and livestock and other animals, to be housed for one week during a severe storm and transportation in and out of danger zones. A 12 hour or 18 hour bus ride and a week camping is far better then drowning in any scenario. Always evacuate it saves lives. But we can coordinate maps, gas, planes, boats, hay you name it - we can coordinate it, and people will help you. Trust each other, ask for what you need. Be specific, this address, we need hay, we need water, we need food, we need rescue, we have pets, we have children, we have handicapped people.


Then use maps, it is far easier for those closest to you to save you. Often times roads are blocked, or under water. Who knows what can happen. Then when someone is safe mark them off the list so nobody else wastes their time. Communication with each other is everything in a disaster. If you can do that, you can do anything. Know that.
